California CTE Model Curriculum Standards and Framework Update
Model and Format of the CCTE Model Curriculum Standards Development
A role of the CTE contractor, California Institute on Human Service at Sonoma State University (CIHS), was to investigate current research and develop a standards development model for approval by the Advisory Group Review Team. The model/format developed by Mid-continent Research for Education and Learning (McREL) was recommended and approved for developing the CCTE model curriculum standards. The model is based on theories of learning and cognition as referenced by John S. Kendall. This knowledge and skills model/format identifies the underlying knowledge and skills in each cluster's content area. This model requires students to demonstrate that they "know" and "understand" the underlying knowledge in their CTE cluster area, which is a high level of rigor.
The CCTE Model Curriculum Standards document identifies academic content standards that are applied in each CTE cluster area. The validation research used for this project was based on The International Center for Leadership in Education’s (Dr. Willard Daggett) work that analyzed California's State academic standards in the core content areas and determined the degree to which Career Technical Education clusters and pathways lend themselves to applying the State's academic standards. The Center's panel of experts rated the academic content high if it could readily be incorporated in the Career Technical Education (CTE) program and medium if it could be incorporated with some effort. The panel's low rating means the CTE program would not be a good way to deliver the content associated with that standard. CIHS used the panel's ratings to determine if the State academic standards identified by the work groups for inclusion in each cluster were rated as high, medium or low for inclusion in the Foundation Standards. Standards rated as high and medium were included and standards rated as low were deleted.
CCTE Model Curriculum Standards and Framework Content Development Work Groups
Members of the 15 industry clusters have developed the first draft of the standards document. The document includes the 10 foundation standards and related pathway standards
The document will be available for public review during October. The review process will include Web-based feedback at http://www.sonoma.edu/cihs/cte/ and a public meeting to be held on October 20, 2004, 1:00-4:00 PM, California Department of Education, Board Room #1101, 1430 N Street, Sacramento.
CCTE Model Curriculum Standards and Framework Advisory Group Review Team
The Advisory Group Review Team has provided feedback on the CTE Mission, Vision, and Guiding Principles. Review Team members will continue to act on behalf of the CTE Advisory Group to review and comment on contractor work products on a scheduled basis during Phases 1 and 2.
CCTE Model Curriculum Standards and Framework Advisory Group
The Advisory Group will be meeting on September 29, 2004 at the Hilton Arden West in Sacramento. Activities include review and approval of the CTE Mission, Vision, and Guiding Principles; overview of the model for standards development; and review of the draft standards.
California Curriculum Commission
In May 2004, Patrick Ainsworth presented an information item to the Curriculum Commission outlining the CCTE model curriculum standards and Framework Project. A meeting was held on August 18, 2004 with Tom Adams, Executive Director, California Curriculum Commission and Director, Curriculum, Frameworks, and Instructional Resources, to review the project, discuss future tasks, and revise the timeline.
California State Board of Education
Information on the CCTE model curriculum standards and framework was presented as an information item to the State Board of Education in August 2004. The final draft standards document will be presented as an information item in February 2005 and as an action item in March 2005.
CIHS CCTE Model Curriculum Standards and Framework Web Site
The CIHS CTE Web site at http://www.sonoma.edu/cihs/cte/ is available for current information on the project. It includes project background, Advisory Group membership, timeline of activities, and opportunities to provide feedback during public review sessions. The public can also subscribe to a listserv that gives notification of the current status of the project.
CCTE Model Curriculum Standards and Framework Project Presentations
During the project there will be a series of presentations designed to provide an overview and update of the CTE Model Curriculum Standards and Framework Project. Upcoming presentations will be given at the CALCP Fall Workshops, State Superintendent’s High School Summit 2004, CAROPC/CALCP Conference, and the California Career Pathways Consortia Educating for Careers Conference. Presentations will be ongoing and are intended to provide information and answer questions about the project.
